Program Director – Continuum of Care: The United Neighborhood Centers of NEPA is seeking a qualified candidate for the position of Program Director – Continuum of Care. The continuum of care, known as the Scranton/Lackawanna County Continuum of Care (CoC), is the HUD-designated regional entity responsible for coordinating services and planning strategies to prevent and end homelessness in Scranton and all of Lackawanna County.

  •  Responsibilities:
    • Manage the annual grant application process for HUD Continuum of Care Notice of Funds Availability Grant and the HUD Emergency Solutions Grant.
    • Provide leadership and recommendations to the Executive Board
    • Provide leadership and guidance to the department program staff
    • Manage the organization and structure of the department and subcommittees
    • Serve as Homeless Management Information system (HMIS) lead to manage data quality and APR submission
    • Collaborate with case managers and supervisors to ensure accurate APR data collection and submission
    • Manage communications and negotiations with database vendors
    • Collaborate with staff in developing and monitoring Data Quality Plan
    • Attend local and national conference and seminars to remain informed of HUD mandates
    • Facilitate and coordinate monthly meetings
    • Develop and submit housing inventory chart, point in time and other reports as required by HUD
    • Serve as liaison between agency staff and HUD (regional staff, national staff, help desk, etc.)

    Requirements:

    Bachelor’s Degree. Strong oral and written communication and organizational skills. Understanding of research and government grant writing.
