Position Summary:

Reporting to the Director of Community Housing Development, the Assistant Director of Community Housing Development plays a key leadership role in strengthening the quality, stability, and long-term sustainability of UNC’s affordable housing portfolio throughout Northeastern Pennsylvania.

This role is ideal for a motivated leader who is passionate about expanding access to quality, affordable housing and strengthening communities throughout Northeastern Pennsylvania.

The Assistant Director plays a critical role in the development of new affordable housing projects from pre-development through stabilization, ensuring that each project is designed and executed with a strong focus on resident needs, accessibility, and long-term community impact. In addition to supporting development activities, the Assistant Director monitors property performance to promote high-quality living environments, responsive tenant services, financial sustainability, and full regulatory compliance—helping to ensure that residents have safe, stable, and well-managed homes.

Training and professional development support will be provided. As the housing portfolio expands, this role will assume increasing leadership responsibility, including future oversight of direct reports and supervision of housing-related staff functions.

Responsibilities:

In collaboration with the Director of Community Housing Development, the Assistant Director will:

  • Represent the mission of UNCDC throughout NEPA to government representatives, financial institutions and funders as appropriate.
  • Work closely with property management staff to strengthen day-to-day operations, tenant satisfaction, and overall property performance.
  • Support the creation of safe, stable, and well-managed housing environments that reflect UNC’s mission and community values.
  • Assist in identifying and evaluating potential affordable housing development opportunities.
  • Assist with the pre-development of affordable housing projects.
    • Support market research/analysis, and financial modeling.
    • Participate in community outreach and stakeholder engagement efforts.
    • Assist with preparation and submission of funding applications (e.g., grants, tax credits, public and private financing).
  • Monitor project timelines, budgets, and development milestones.
  • Review and track development budgets and ensure timely payment of vendors during construction.
  • Support compliance with funding, regulatory, and investor requirements.
  • Assist with marketing and lease-up strategies for newly developed properties.
  • Ensure compliance with affordable housing regulations (e.g., income verification, eligibility, reporting).
  • Support investor and lender reporting requirements during stabilization.
  • Engage with government officials, financial institutions, community partners, and funders.
  • Develop, maintain, and monitor property and organizational budgets for UNCDC (occupancy reports, delinquency reports, cash flow projections, reserve accounts, budgets, operational performance dashboards, etc.).
  • Monitor property-level financial health and identify trends or risks.
  • Prepare and submit compliance reports required by investors, government agencies, and other funders.
  • Ensure ongoing adherence to applicable affordable housing regulations and funding requirements.
  • Work closely with property management staff to evaluate performance, strengthen operations, and maintain high standards of tenant service.
  • Analyze tenant data and prepare summary reports to support decision-making.

Education/Experience/Licensure

  • Bachelor’s degree in business, finance, public administration, urban planning, real estate, or related field (or equivalent professional experience) is required.
  • Candidates with the following experience are preferred but not required – Training and professional development will be provided for a high-potential candidate with strong initiative and commitment to community impact.
  • Experience in affordable housing development.
  • Real estate or commercial development experience.
  • Grant writing or funding application experience.
  • Property management experience.
