Director of Community Services

Position Summary: The Director of Community Services is a key member of UNC’s Senior Leadership Team and provides strategic leadership, administrative oversight, and supervision for a broad range of services including supportive housing, emergency services, and other community-based programs. The Director is responsible for ensuring effective program operations, strong staff performance, regulatory and contractual compliance, fiscal accountability, and measurable outcomes across the department.

The Director provides the structure, resources, guidance, and accountability needed for staff to effectively manage their areas of responsibility and ensure high-quality service delivery. The Director works closely with the Chief Operating Officer and other members of Senior Leadership to advance organizational priorities, strengthen program infrastructure, address emerging community needs, and identify opportunities for innovation and continuous improvement.

Strong supervisory, management, organizational, and leadership skills are essential, along with the ability to learn program requirements, understand funding and compliance expectations, analyze program performance, and effectively lead staff with varying levels of expertise.

Essential Responsibilities

  • Provide strategic leadership and administrative oversight for Community Services programs, ensuring alignment with UNC’s mission, organizational priorities, and community needs.
  • Oversee UNC’s housing programs, including Transitional Housing, Permanent Supportive Housing, Rapid Rehousing, Homeless Prevention, Housing Counseling, and other HUD-, county-, and grant-funded housing initiatives.
  • Supervise and support Assistant Directors, the Continuum of Care (CoC) Director, and program staff through clear expectations, coaching, performance management, and professional development.
  • Provide oversight of CoC-related activities, including HUD compliance, grant performance, system planning, Coordinated Entry, and community partnerships.
  • Ensure compliance with federal, state, and local funding requirements through monitoring, quality assurance, program reviews, and corrective action when needed.
  • Monitor program performance, outcomes, and trends through data analysis, reporting, and evaluation to identify opportunities for improvement and ensure achievement of contractual and organizational goals.
  • Provide oversight of program budgets and grant expenditures in collaboration with finance; support grant development and renewals.
  • Establish and maintain policies, procedures, and operational systems that promote accountability, consistent service delivery, risk management, and continuous improvement.
  • Build and maintain collaborative relationships with community partners, funders, government agencies, landlords, and other stakeholders to strengthen housing stability and coordinated community responses.
  • Provide administrative oversight of special initiatives, State Opioid Response programming, front desk operations, and Angel’s Attic, ensuring effective operations and alignment with agency standards.
  • Maintain a broad working knowledge of department programs, funding requirements, and operational priorities sufficient to provide effective oversight, identify risks and opportunities, and support program staff.
  • Perform all other duties as assigned.

Qualifications:

Education: Bachelor’s degree in social work, human services, public administration, nonprofit management, or a related field required; Master’s degree preferred.

Experience: Minimum of 5 years of experience in social services, housing services, or nonprofit management, with at least 3 years of experience in a supervisory or leadership role. Demonstrated experience managing staff, programs, or organizational operations is highly valued.

  • Ability to manage multiple programs, priorities, funding requirements, and deadlines simultaneously.
  • Experience working with diverse populations, including individuals and families facing housing insecurity.
  • Knowledge of local, state, and federal housing programs, policies, and funding sources.
  • Grant writing, grant management, and program evaluation experience preferred.
  • Ability to interpret data, evaluate program performance, identify trends, and use information to drive decision-making.
  • Ability to build partnerships and work collaboratively with staff, leadership, community partners, funders, government agencies, and other stakeholders.
